These conditions can propagate into human-facing interactions as fear aggression, avoidance, or unpredictable approach/escape attempts. Stress can also impair immune function, increasing susceptibility to infections and parasitic loads, thereby creating a feedback loop between welfare deficits and health risks.
A critical concept is the distinction between supervised welfare and unmanaged exposure. Supervised settings allow mitigation strategies: vaccination programs, regular fecal testing and deworming, parasite control, leash or harness policies, and cleaning protocols. In contrast, unsupervised roaming—especially in habitats with wildlife—reduces the ability to ensure medical preventives and increases unpredictable contact patterns.

Animal welfare ethics support meeting species-appropriate needs; however, welfare can also be harmed by public exposure without safety infrastructure or by inadequate veterinary oversight. Health authorities and veterinary organizations often stress that responsible guardianship is a primary determinant of community risk. Policy interventions that promote responsible ownership—registration, vaccination campaigns, parasite prevention programs, and education about zoonotic risks—tend to reduce both human exposure and animal suffering.
