Last week, tragedy struck the city of Rochester, as a 65-year-old resident named Billy J. Smith lost his life in a horrific hit-and-run incident near the intersection of Driving Park and Lake avenues and the Driving Park Bridge.
The incident took place on Thursday morning, around 7:15 a.m., when Smith was struck by an eastbound vehicle that callously fled the scene, leaving him to perish alone.
