Patriot missiles and drone navigation: Ukraine presses for wider help as Russia adapts with jamming and satellites

As Ukraine continues to defend itself with Patriot missiles against Russian attacks, Kyiv is also pursuing a parallel effort to change the battlefield’s “find and strike” equation—by trying to extend drone guidance and targeting across Russian territory. In recent days, Ukrainian officials have pushed the idea that the United States could activate Starlink satellite navigation modules over areas inside Russia so that Ukrainian drones can locate and track missile launchers more effectively.

The proposal highlights the growing complexity of modern strike campaigns. Kyiv argues that satellite navigation could help drones operate beyond line-of-sight and sustain navigation and coordination over large distances. But the challenge, even if technical access were granted, is how to execute a mission across a broad area without losing reliability or coverage. A recent US finding from the Iran conflict underscores the difficulty of pulling off such wide-area operations, the Guardian notes in discussing Kyiv’s lobbying. That same analysis frames another line of effort: striking the industrial base behind Russia’s ballistic missile capability.

Ukraine’s strategy is therefore not only defensive—absorbing and intercepting attacks with systems such as Patriot—but also designed to degrade Russia’s ability to generate future salvos. Kyiv’s attention is increasingly directed toward missile production, where the stakes are higher because each successfully disrupted factory can reduce output over time. However, these facilities are described as “well defended,” meaning that any attempt to attack them would require not just tactical ingenuity, but also sustained support from partners in the form of intelligence, logistics, and resources.

For drone operations, the practical question is whether communications and navigation can be maintained in contested electromagnetic environments. The concern is not theoretical. Ukrainian intelligence and reporting on the Crimea theater suggest that where Starlink connectivity reaches, drones can be effective even against heavy defenses—using relatively small numbers in calibrated strikes. In one account, a commander described attacks as deliberately engineered: different munitions and warheads tailored to targets such as a bridge pier, a fuel truck, or a moving train, while efforts reportedly avoid civilian infrastructure. The implication is that high-quality connectivity supports precision and reduces waste, but it also creates a vulnerability that can be exploited by countermeasures.

Russia has been working to blunt that advantage. It is installing jamming systems at a scale that can degrade Starlink connectivity “to some degree,” according to testimony summarized by the Associated Press. The same reporting also says Russia is pursuing an alternative communications pathway—building its own satellite communications system intended to rival Starlink. Officials quoted in that report warn that if a dictatorship gains global access to information systems previously dominated by alternatives outside its control, the risk extends beyond the current war.

Ukrainian fears about Russian progress are not confined to the Crimea front. In a Guardian briefing on the war, a top Ukrainian intelligence official, Maj Gen Vadym Skibitskyi, warned that Russia’s Starlink alternative is moving faster than expected. He said that 16 satellites are already in orbit as part of the Rassvet system, and that Russian planning envisioned growth to hundreds and then thousands of satellites over the next decade—first 292 by 2027 and 924 by 2035. While that schedule indicates long-term development, Skibitskyi’s point is that momentum has arrived earlier than predicted. The Guardian briefing also stresses that Rassvet is still far from Starlink’s scale, which had more than 10,000 satellites as of June.

But even a partial capability can matter, particularly if it improves resilience against Ukrainian and partner reliance on existing commercial infrastructure. Ukrainian planners are already considering countermeasures, the Guardian briefing adds, framing Russia’s acceleration as an operational challenge that demands fast adaptation. Analysts cited alongside Skibitskyi’s warning have noted that while Russia can lag in innovation, it tends to quickly adapt and copy tactics demonstrated by Ukraine during the course of the war.

At the same time, the military-technical contest intersects with industrial and political realities. A separate report from Kyiv Independent describes how a Belgian company continues to operate in Russia’s special economic zone—a site portrayed as a key defense production hub—even as EU requirements demand exiting the zone by late January 2026. The reporting underscores the broader constraint on Ukraine’s long-term goal of diminishing Russia’s missile output: disrupting assembly and supply chains is difficult, and enforcement of sanctions or compliance can be inconsistent.

All of this feeds into Kyiv’s current bargaining position with partners. The Patriot missile narrative is often framed as a near-term lifeline for protecting cities and infrastructure from incoming ballistic and cruise attacks, but the more consequential debate is about what comes after interception—whether Ukraine and its allies can shorten the time horizon of Russia’s missile production and reduce the effectiveness of each planned volley.

That is why the dual effort—pursuing expanded drone navigation support while also attempting to damage missile production—depends on expanded funding and industrial capacity from Ukraine’s partners, the Guardian analysis concludes. The practical requirements include more than battlefield ingenuity: they involve money for intelligence and surveillance, supply chains that can sustain munitions and drones, and industrial partners willing and able to scale production where Russia has built redundancy.

As Russia ramps up jamming and advances its own satellite architecture, Ukraine’s window for using Starlink-like connectivity—whether through existing coverage or a negotiated extension of modules—may narrow. For Kyiv, the urgency is clear: if Patriot helps survive today’s attacks, the drone guidance initiative and the push to strike missile production are aimed at preventing tomorrow’s. The conflict’s technology race is becoming less about single weapons and more about the systems that keep them searching, communicating, and delivering.
