28-year-old labourer Angad Kumar dies after being trapped under soil at Smart City work site

A 28-year-old labourer died after being trapped under a pile of soil at a Smart City work site in Ribandar, Goa. The deceased has been identified as Angad Kumar, a native of Bihar. The police have registered an FIR against the contractor and site supervisor for causing death by negligence.

A tragic incident occurred at a Smart City work site in Ribandar, Goa, where a 28-year-old labourer named Angad Kumar lost his life. Kumar, a native of Bihar, was trapped under a pile of soil while working on a sewer pipeline at around 7:30am. Despite the efforts of emergency services personnel, who retrieved him from the trench and administered CPR, he did not respond and was declared ‘brought dead’ at the hospital.

The project, known as the ‘Development of Smart Ribandar,’ is being undertaken by Imagine Panaji Smart City Development Ltd (IPSCDL) in collaboration with Bansal InfraProjects Pvt Ltd. The aim is to develop a smart city in Ribandar, which includes laying a sewerage pipeline.

The incident has raised concerns about safety measures at the work site. It was reported that the labourer was not provided with safety gear, which could have potentially prevented the accident. As a result, the Old Goa police have registered an FIR against the contractor, Manikandan, and the site supervisor, Nissanth Kumar, under Section 304A read with Section 34 of the Indian Penal Code for causing death by negligence. The police stated that the supervisor and contractor will be arrested once the necessary formalities are completed.

This unfortunate incident highlights the importance of prioritizing safety in construction projects. Proper safety measures, including the provision of safety gear and regular safety training, should be implemented to prevent such accidents. It is the responsibility of the contractors and supervisors to ensure the well-being of their workers and to comply with safety regulations.

The incident has also prompted a pause in the project, as the contractor has stopped work following the accident. It is crucial for the authorities to thoroughly investigate the incident and take appropriate action to prevent similar incidents from occurring in the future.
