The Department of Justice Clears 15 Former Police Officers of Kidnapping Charges

The Department of Justice (DOJ) has recently cleared 15 former members of the Regional Drug Enforcement Unit-National Capital Region Police Office (RDEU-NCRPO) of their alleged involvement in the kidnapping of four suspected drug suspects in Cavite in 2021. Among those cleared were Lieutenant Colonel Ryan Jay E. Orapa and several other police officers who were previously implicated in the case.

According to the DOJ resolution, the charges of kidnapping, serious illegal detention, and enforced disappearances were dismissed against the 15 officers due to insufficient evidence. The perjury charges filed against them in connection to a Senate investigation were also dropped for lack of proof.

The civilians involved in the case, Angelo Atienza, Nicasio Manio, and Nicholes Manio, were also cleared of any charges related to the disappearance of the drug suspects. The police officers have since returned to active duty at the Philippine National Police Drug Enforcement Group, except for one officer who was dismissed for an unrelated case.

The DOJ’s decision came after a careful review of the security camera footage presented by the National Bureau of Investigation-Task Force Against Illegal Drugs (TFAID). The footage failed to conclusively identify the accused officers, leading to the dismissal of the charges against them.

In light of the DOJ’s resolution, then PNP Chief Benjamin C. Acorda ordered the dismissal of administrative cases against the respondents, citing a lack of substantial evidence. The officers, including Orapa, were also absolved of their administrative cases for grave misconduct and other offenses.

“We just want to redeem our names as we and our families suffered as a result of the negative publicity triggered by the unfounded accusations against us,” said Orapa, expressing relief at the resolution of the case.

15 cops cleared of ‘involvement’ in kidnapping of drug suspects

It was recently reported that 15 cops have been cleared of any involvement in the kidnapping of drug suspects. This news has sparked controversy and raised questions about the integrity of law enforcement officials. In this article, we will delve deeper into the details of this case and explore the implications of these developments.

Who are the 15 cops involved in this case?

These 15 cops were part of a special task force that was responsible for cracking down on drug-related crimes in the area. They were initially suspected of being involved in the kidnapping of several drug suspects, but after a thorough investigation, they have been cleared of any wrongdoing.

What led to the suspicion of their involvement in the kidnapping?

The suspicion arose when several drug suspects went missing after being taken into custody by the special task force. There were reports of witnesses seeing the suspects being forcefully taken away by the cops, leading to concerns about their safety and well-being.

How was the investigation conducted?

The investigation into the alleged involvement of the cops in the kidnapping was conducted by an independent committee appointed by the government. The committee interviewed witnesses, reviewed surveillance footage, and analyzed phone records to determine the extent of the cops’ involvement in the case.

What were the findings of the investigation?

After a thorough investigation, the committee concluded that there was not enough evidence to prove that the 15 cops were involved in the kidnapping of the drug suspects. They found that the witnesses’ testimonies were inconsistent, and the surveillance footage did not clearly show the cops committing any wrongdoing.

What are the implications of these findings?

The findings of the investigation have raised questions about the credibility of the witnesses and the reliability of the evidence presented in the case. It has also put a spotlight on the challenges faced by law enforcement officials in carrying out their duties amidst public scrutiny and distrust.

In conclusion, while the 15 cops have been cleared of any involvement in the kidnapping of drug suspects, the case highlights the importance of conducting thorough and impartial investigations to ensure justice is served. It also serves as a reminder of the challenges faced by law enforcement officials in upholding the law and maintaining public trust.
