A 47-year-old man named William J. Banks Jr. was shot and killed by police officers after firing on them several times at his Pentagon Apartments residence in Melbourne. Records show that Banks had called the Melbourne police department hours before the incident, declaring that he was at “war” and listing a host of grievances against the United States of America, from pedophilia to government corruption.
Banks was armed with a handgun and a shotgun during the confrontation with Melbourne officers. The officers had arrived at the apartment complex off U.S. 192 near Babcock Street following the 911 call made by Banks. The exact motive behind Banks’ actions remains unclear, and Melbourne police have not commented on his mental health or background. Banks had previously lived in Indian River County and had no criminal record in either Brevard or Indian River.
The Florida Department of Law Enforcement is currently reviewing the officer-related shooting, which was the third such incident in Brevard this year. They will have two months to complete their investigation before turning over their findings to the state attorney’s office.
The shooting left residents in the area shaken, with police issuing a reverse 911 call to advise people to shelter in place. SWAT team members and an armored vehicle were deployed to the scene as officers tried to communicate with Banks, who was firing rounds from his apartment towards the police.
Ultimately, Banks came to the door for a final time, and officers opened fire, fatally shooting him. Two officers sustained minor injuries from shrapnel during the exchange. Banks was pronounced dead at the scene, and his body was transported to the medical examiner’s office for further examination.
The shooting unfolded just days after another deadly officer-involved shooting in the area. On Friday, a 40-year-old man named John Jay Neibuhr was shot and killed by Melbourne Airport police officers after attempting to gain access through a secured gate and board an aircraft. Neibuhr, who claimed to be part of an anti-government, sovereign citizens’ movement, was pronounced dead at the scene.
Eight law enforcement agents were involved in the shooting of Banks, and officers from Melbourne and Palm Bay have been placed on administrative leave pending the outcome of the investigation. The state attorney’s office will ultimately determine whether the use of deadly force was justified in both cases.
These tragic incidents have left the community reeling, with questions surrounding the circumstances that led to the shootings. As investigations continue, the families of the deceased and the officers involved are left grappling with the aftermath of these violent encounters..
