Arrest of Fire Inspector for Alleged Bribery

In a recent development, a fire inspector was arrested by the National Bureau of Investigation-Central Visayas Regional Office (NBI-CEVRO) in an entrapment operation. The suspect, identified as Fire Inspector Roy Sangueza Castro, is the chief of the Fire Safety Enforcement Section (FSES) of the Bureau of Fire Protection.

Entrapment Operation

The arrest came after an applicant, Rochelle Olinan Quimbo, reported that Castro had demanded a substantial sum of money from her in exchange for approving her job application. Quimbo, who had all the necessary qualifications, was allegedly asked to provide up to P400,000 as a token of appreciation to secure her position as a Fire Safety Officer 1.

Denial of Application

Despite completing all the required paperwork, Quimbo’s application was denied due to the lack of a “backer.” This prompted Castro to allegedly pressure her into paying the requested amount to secure her spot on the final roster of candidates.

Swift Action by NBI

During the entrapment operation, NBI agents, led by Lawyer Wenceslao Galendez Jr., apprehended Castro after he accepted P200,000 in cash from Quimbo inside a restaurant. Despite attempts to interview him, Castro remained silent on the matter.

Legal Charges

The suspect will be facing charges for violating Section 3 of Republic Act (RA) 3019, the Anti-Graft and Corrupt Practices Act, Direct Bribery under Article 310 of the Revised Penal Code, and Grave Misconduct under RA 6713.
