The Bureau of Immigration Intercepts Chinese Woman Linked to Alice Guo Case
In a recent development, the Bureau of Immigration (BI) in the Philippines confirmed that they intercepted a Chinese woman who was included in the Immigration Lookout Bulletin Order (ILBO) issued against suspended Bamban, Tarlac Mayor Alice Guo. The woman, identified as 30-year-old Zhang Ji, was apprehended while attempting to board a flight to Jinjiang, China, at the Davao International Airport (DIA) on June 23.

Visa Troubles and Employment Status
Immigration Commissioner Norman Tansingco revealed that Zhang encountered visa problems as she declared herself as unemployed but still presented a 9(g) commercial employment visa. It was reported that Zhang worked as a manager for a Philippine Offshore Gaming Operator (POGO) facility in Porac, Pampanga.
Tansingco further explained that foreign nationals who have stopped working for their petitioning company must surrender their ACR I-Cards and downgrade their visa. Zhang was subsequently transferred to a BI facility for further investigation.
Connection to Alice Guo Case
In addition to Zhang, the ILBO includes former Technology Resource Center (TRC) executive Dennis Cunanan and more than ten others. The ILBO was issued by the Department of Justice (DOJ) following a complaint alleging violations of the Anti-Trafficking in Persons Act.
It is important to note that an ILBO is different from a court-issued Hold Departure Order (HDO) as it only directs the Bureau of Immigration to lookout for the subject and verify the status of the case against them, without restricting the individual from leaving the country.
