Ma’s Espionage Activities
Ma, along with an unnamed co-accused who is a blood relative, allegedly spied for China and shared classified defense information with the Chinese spy agency. In March 2001, Ma was approached by China’s Shanghai State Security Bureau (SSSB) and convinced the co-accused to meet with SSSB intelligence officers in Hong Kong. Over the course of three days, they exchanged a significant amount of classified US national defense information in exchange for $50,000 in cash.
In 2006, Ma used his position at the FBI to obtain identities of individuals from the co-accused, which were classified US national defense information. Despite knowing that this information could be used to harm the United States, Ma continued to engage in the criminal conspiracy with the SSSB.
