The situation prompted the Centre for Policy Research to release a report on the urgent need for a national policy on migrant workers, which the NITI Aayog is in the process of formulating.The issues faced by migrant workers have not only been social and economic but also political, as the electoral process has failed to accommodate their participation. The lack of voting rights only adds to their sense of disenfranchisement. As Habib Biswas, the heavy vehicle driver who made the long journey back to West Bengal to cast his vote, says, “If we don’t vote, how will our voices be heard?” It is a question that rings true for the millions of migrant workers across India who have yet to exercise their democratic right at the ballot box..
