Suspects identified and Arrested
The Chesterfield County Police Department has identified the suspects as 23-year-old Christopher T. Rhames, 21-year-old Zhekour X. Ross, and 29-year-old Amaris M. Hemphill. Rhames, a resident of the area where the shooting occurred, was arrested in Chesterfield County on May 19 and is currently being held at Riverside Regional Jail without bond. Ross and Hemphill, both from Richmond, were apprehended by police in Monterey, Tennessee on May 22 and are currently being held in a county jail in Putnam County, Tennessee.

On the day of the incident, police responded to a call reporting an unconscious man in the 2500 block of Marina Drive. Upon arrival, they found Scott with a gunshot wound, and he was pronounced dead at the scene. The investigation revealed that Scott was acquainted with the suspects, leading to the issuance of warrants for Rhames and Ross for second-degree murder and the use of a firearm in the commission of a felony. Hemphill also faces charges for being an accessory after the fact and unauthorized use of a vehicle.
