Global Water Resources Seeks Rate Increase Due to City Growth
In a recent presentation to the Maricopa City Council, Andrew Miller, the regional manager of Global Water Resources in Maricopa, highlighted the pressing need for a rate increase. However, the increase is not expected to take effect for another two years, providing some relief to struggling ratepayers.

Miller emphasized the significant impact of the city’s unprecedented growth on the utility’s operations. He cited a 30% increase in summer demand for potable water from 2021 to 2023, with the peak day for water demand reaching 10.2 million gallons in 2023. Construction water use also saw a substantial rise of 250% in the summer of 2023 compared to the previous year.
The utility is gearing up for several upcoming projects to address the growing demand, including the installation of new wells, odor control enhancements, and the development of new utility lines on Ak-Chin reservation land. Additionally, plans are in place for improvement projects in areas like Hidden Valley and a sewer screening initiative.
GWR Advocates for Gradual Rate Increases
Jon Corwin, the vice president and regional manager at GWR, stressed the importance of early communication regarding the need for a rate increase. He expressed the company’s preference for smaller, more frequent rate adjustments to prevent a significant spike in costs down the line.
Corwin acknowledged the challenges posed by inflation, particularly in the utility business. Rising prices of commodities like brass have led to increased expenses for the utility, with water meters seeing a price jump from $200 to $300 each.

Engaging with the Community
To ensure transparency and gather feedback, GWR plans to hold meetings with homeowners associations and other community groups to provide detailed information about the proposed rate increase. Once the outreach process is complete, the proposal will be submitted to the Arizona Corporation Commission and the Residential Utility Consumers Office for review.
An administrative law judge will evaluate the proposed rate increase before it goes before the six-member ACC board for a final decision. The utility is committed to engaging with stakeholders and seeking input to address the challenges posed by the city’s rapid growth.
