The Tragic Shooting Incident at Half Moon Bay Mushroom Farms
In a heart-wrenching turn of events, a horrific shooting incident took place at two mushroom farms in Half Moon Bay, California, last year. The perpetrator, 67-year-old Chunli Zhao, allegedly killed seven of his coworkers in back-to-back shootings. The community was left in shock and disbelief at the senseless violence that unfolded within the peaceful surroundings of the farms.

Investigation Unveils Violations and Exploitation
Following the tragic shootings, the U.S. Department of Labor launched an investigation into the working conditions at Concord Farms Inc. and California Terra Gardens. What they uncovered was deeply disturbing – violations of both the Migrant and Seasonal Agricultural Worker Protection Act and the Fair Labor Standards Act.
At California Terra Gardens, investigators found 39 workers living in deplorable conditions. They were crammed into cramped containers, garages, and dilapidated trailers, forced to sleep on dirty mattresses and exposed to insects and garbage. The farm’s owners, Xianmin Guan and Liming Zhu, not only provided substandard housing but also illegally deducted money from the workers’ pay.
Employees at Concord Farms fared no better, as they were housed in moldy, makeshift rooms in a greenhouse infested with insects. The farm’s owner, Grace Tung, failed to pay workers for all hours worked, including overtime, and even had workers performing off-the-clock work without compensation.
Justice Served Through Settlements
In a bid to right the wrongs and address the exploitation of the workers, the owners of the two farms have agreed to pay over $450,000 in back wages and damages to the affected employees. Concord Farms will pay a total of $370,107 in overtime wages and liquidated damages to 10 workers, along with late wages to 23 workers and civil money penalties to address its violations.

California Terra Gardens, on the other hand, will pay $84,074 to reimburse 39 workers for the illegal housing deductions made by the owners, as well as civil money penalties for housing, wage disclosure, and recordkeeping violations. These settlements serve as a form of justice for the workers who endured such inhumane conditions and exploitation.
A Call for Accountability and Workplace Protections
Alberto Raymond, Assistant District Director of the Wage and Hour Division, emphasised the importance of holding employers accountable for providing suitable housing and fair wages to their workers. The Department of Labor is committed to enforcing workplace protections that ensure safe and suitable living conditions for seasonal workers, and will not tolerate any form of exploitation or disregard for labor laws.
As the community of Half Moon Bay continues to heal from the tragedy that transpired at the mushroom farms, the hope is that these settlements will bring some measure of closure and justice to the victims and their families.
