Two armed individuals emerged from the Jeep, one wielding a rifle and the other a handgun, and opened fire on the occupants of the Dodge at the intersection of County Street and Madison Street. In a retaliatory move, two individuals from the Dodge returned fire with handguns, escalating the situation into a full-blown shootout.

During the exchange of gunfire, numerous bystanders were present in downtown Waukegan, putting the community at risk. The Waukegan Police Department’s Community Crimes Division took charge of the investigation to bring the perpetrators to justice.

Arrests Made

Following a thorough investigation, authorities tracked down a person of interest, Diamond Loggins, at the Barwell Manor Apartments. Loggins was found in possession of a loaded handgun, leading to the discovery of eight firearms in her apartment, including assault rifles and handguns converted to fully automatic.

Suspects Charged

Loggins, along with Justin Thomas, Saladine McKinney, and Jayvion Scott, were arrested in connection with the violent incident. Charges ranged from aggravated discharge of a firearm to felon in possession of a weapon. The suspects were ordered detained in the Lake County Jail pending trial.
