The officers informed the men that they were trespassing and needed to leave the property. Hamilton asked Bailey to get up and leave, while one of the officers inquired if Bailey was under the influence of drugs.
Bailey eventually got up, gathered his belongings, and exchanged heated words with the officers. As Bailey and Hamilton moved towards Cypress Avenue, Bailey made threatening statements towards the officers, as captured in the video.
The report indicated that Bailey exhibited signs of being under the influence of drugs. As the events unfolded, Bailey allegedly threw a rock at the officers and made threatening gestures towards them.
The Confrontation Escalates
Officer Bryan Cowan, who was at a nearby gas station, intercepted Bailey as he ran across the street. Footage from a surveillance camera at a nearby business captured the moment when Cowan confronted Bailey, who was holding a knife.
Despite repeated commands to drop the knife, Bailey continued to advance towards Cowan. Eventually, Cowan fired several shots at Bailey, who fell to the ground. The video footage shows Bailey holding a pocketknife with a red handle in his right hand.
After the shooting, officers provided medical assistance to Bailey, who was then taken to a local hospital for treatment. He was later discharged from the hospital on April 16 and booked into the Shasta County Jail.
