INDECOM Investigating Fatal Shootings in Westmoreland and St. Catherine

The Independent Commission of Investigations, INDECOM, has announced that they are currently probing two fatal shootings that took place in Westmoreland and St. Catherine. These incidents have raised concerns about the use of lethal force by security forces in Jamaica.

Fatal Shooting in Westmoreland

One of the fatal shootings under investigation by INDECOM occurred in Westmoreland on Wednesday morning. According to reports, the police were conducting a targeted operation in the community of Sterling District in Grange Hill, Westmoreland, with the aim of locating prohibited weapons.

During the operation, a man allegedly fired at the police officers, prompting them to return fire. The 29-year-old male, identified as Pete Bowen, was tragically shot and killed in the incident. A firearm was reportedly recovered from the scene, adding another layer of complexity to the investigation.

Tragic Incident in St. Catherine

The other shooting incident that is currently being investigated by INDECOM took place in the community of Waterford in St. Catherine. This incident resulted in the fatal shooting of a 19-year-old individual named Kevaughn Bhalai. The police reported that upon entering a house based on received information, they encountered a man who pointed a firearm in their direction, leading to the use of lethal force.

In this case, a Smith and Wesson revolver with a serial number was recovered from the scene, further complicating the circumstances surrounding the shooting. The lack of transparency regarding the use of body-worn cameras in these incidents has also been a cause for concern, as INDECOM has stated that they were not informed of any such equipment being utilized.
