Officer Kiruluss Wassef of the Colchester Police Department was identified as the officer who shot and killed Billard. According to Devlin’s report, just before the shooting, Billard was heard shouting threats and racking a pump action shotgun. The officers responded to a report of a possible disturbance at Billard’s residence on Norwich Ave.
Details of the Disturbance
Prior to the shooting, Billard had been acting erratically, lighting a grill on the common deck area of the residence and displaying confrontational behavior towards a tenant. When the officers arrived, they found Billard in the basement apartment where he resided. The body camera footage shows a tense interaction between Billard and the officers, with Billard refusing to cooperate.
The Escalation of the Situation
As the officers tried to investigate the disturbance, Billard became increasingly agitated and aggressive. He refused to comply with the officers’ instructions and began yelling and making threats. The situation quickly escalated when Billard emerged from behind a closed door, pointing a long gun at Officer Wassef. In response, Wassef fired a single round at Billard, who was later pronounced dead at a nearby hospital.
Investigation and Medical Findings
The Office of the Chief Medical Examiner determined that Billard died from a gunshot wound to the trunk, with an injury to his lung. His death was ruled a homicide. Devlin’s office is currently investigating the shooting to determine if Officer Wassef’s use of force was justified. The investigation is being conducted with the assistance of the Connecticut State Police Eastern District Major Crime Squad and the New London Judicial District State’s Attorney’s Office.
