The harrowing incident was reported by a 911 caller at 5:21 a.m., who witnessed Ballesteros’ car plunge into the canal just south of Lombard Street, east of Interstate 95. Another caller reported that the vehicle was overturned in the water, with no signs of anyone emerging from it.
Upon arriving at the scene within minutes, officers swiftly sprang into action and managed to retrieve Ballesteros from the submerged 2017 Ford Fusion. Despite their best efforts to resuscitate him, he was rushed to St. Mary’s Medical Center in critical condition. Tragically, Ballesteros succumbed to his injuries later that day.
Investigation and Closure of the Area
Traffic homicide investigators pieced together the sequence of events leading to the fatal crash. It was determined that the Ford Fusion, travelling northbound on Congress Avenue, veered off the road, collided with a guardrail, struck a tree, rolled over, and landed upside down in the canal.
In the aftermath of the tragedy, southbound Congress Avenue was temporarily closed to facilitate the thorough investigation by authorities. The vehicle was eventually extracted from the canal as part of the investigative process.
