A 41-year-old man from Los Angeles, Victoryloc Nguyen, has been identified as the gunman who opened fire from the roof of a Marina del Rey apartment complex over the weekend. The Los Angeles County Sheriff’s Department responded to a call regarding gunshots from inside the apartment complex located in the 4100 block of Via Marina around 10:15 p.m. on Saturday night.
