The Tragic Incident

Peel police have taken legal action against an Ontario tunnelling company and one of its employees following the death of a 54-year-old man in an underground tunnel in Mississauga. The incident occurred more than a year ago, on Dec. 2, 2022, at the intersection of Hurontario Street and Burnhamthorpe Road West. Emergency crews responded to reports of a worker trapped in an underground water chamber.

The Victim

Joaquim Silva, the 54-year-old worker, tragically lost his life while servicing a damaged pipeline in the underground tunnel. Silva, an employee of Technicore Underground Inc., suffered fatal injuries during the incident. Efforts to rescue him began after the watermain burst and filled the chamber, but sadly, he was not pulled out until the following morning and was pronounced dead.

The Legal Developments

After an extensive investigation conducted in collaboration with the Ministry of Labour, Peel police announced charges against Technicore Underground Inc. The company faces allegations of criminal negligence causing death and has been served with a criminal summons. Additionally, Joseph Di Millo, a project supervisor at Technicore, was arrested on Mar. 28 and charged with criminal negligence causing death. Di Millo was later released and is scheduled to appear in a Brampton court at a later date, while Technicore is required to attend court on May 31.
