Denis Tracy cited mental health issues as the primary reason for dropping Bazan’s case. The incident unfolded on March 27 when officers responded to a report of a man with a knife at the Global Scholars residence hall. Upon arrival, it was discovered that Bazan had actually reported himself as the individual in possession of the weapon. Officers located Bazan on the fourth floor, where he was found concealing his hands in his sweatshirt. Despite repeated instructions to stop and show his hands, Bazan continued to advance towards the officers.

In an attempt to maintain a safe distance, police officers tried to deploy a stun gun on Bazan, but it proved ineffective. As Bazan persisted in moving towards the officers, one of them, identified as WSU Officer Dillon Tiedeman-Mueller, fired his weapon, narrowly missing Bazan. Even after this, Bazan continued to approach the officers in an aggressive manner, prompting another officer to use a stun gun on him.
