**Weymouth police Officer Pleads Guilty to Excessive Force**

In a recent plea deal with the U.S. Attorney for Massachusetts, Weymouth police officer Justin Chappell has admitted to punching a handcuffed man 13 times with a closed fist without justification. The incident, which occurred in July 2022, was captured on a body-worn police camera, shedding light on the excessive force used by Chappell.

**No Jail Time for Officer**

Chappell, 44, has been charged with deprivation of rights under the color of law, a serious offense that carries a maximum penalty of 10 years in prison, three years of supervised release, a $250,000 fine, and restitution to the victim. However, as part of the plea deal, Chappell will not face any jail time. Instead, he has been recommended to complete a mental health program, perform 100 hours of community service, and pay a fine not exceeding $250,000.

The seven-minute video of the incident shows Chappell repeatedly punching the handcuffed man, identified as Donald McAdam, who had allegedly spit on officers. The use of excessive force by Chappell has raised concerns about police brutality and accountability within the Weymouth Police Department.

**Combat Experience and PTSD**

According to court documents, Chappell’s defense argued that his actions were influenced by his combat experience during two tours in Afghanistan, which resulted in Post Traumatic Stress Disorder (PTSD). This claim led to a reduction in the level of his offense, despite the severity of his actions.

**Civil Damages and Plea Hearing**

While the plea deal spares Chappell from incarceration, he may still be held liable for civil damages. The plea hearing is scheduled for April 11, where Chappell will formally enter his guilty plea and await sentencing by U.S. District Court Judge Allison D. Burroughs.
