The victim, identified as Cesar Arzate Roman, was driving a gray Volkswagen Rabbit southbound on the freeway when the accident unfolded. According to HPD Vehicular Crimes Division Sergeant J. Jones and Officer C. Song, Arzate Roman attempted to change lanes and inadvertently clipped a gray Toyota Corolla. This collision caused his vehicle to collide with the rear of a school bus, partially going underneath it, before ultimately hitting a concrete exit lane barrier.
