Over the past 15 years, the role of councillors in the City of Victoria and its neighbouring regions has evolved significantly. The last time the City of Victoria conducted a salary review was 15 years ago, highlighting the need for a reevaluation of councillor compensation in today’s landscape.

In recent years, councils across the region have taken steps to adjust their remuneration and benefits to keep pace with inflation and the increasing complexities of the job. In 2022, Oak Bay saw a 57 per cent increase in council pay, while Sooke council approved a 27 per cent raise. The trend continued in 2023, with Colwood council voting for a 57 per cent wage increase and Central Saanich approving a 43 per cent raise.

Despite these seemingly high percentage increases, it is important to note that councillor pay across the region remains inadequate. The role of councillors has become more demanding and time-consuming, even in areas where it is considered part-time. The recent pay increase in Victoria still leaves councillors earning less than the starting wages of a policy analyst in the city or province, and below the median household income in the city.

The decision to adjust councillor salaries in Victoria was the result of an external governance review followed by a third-party remuneration consultant. The consultant found that Victoria’s pay levels had fallen behind compared to similar cities, many of which follow the “half the mayor’s salary” rule, a model that Victoria has adopted.

The governance review, initiated by the previous council, highlighted the significant time commitment required of council members. It found that most councillors and senior staff put in full-time hours to fulfil their roles, with tasks such as responding to correspondence, reading extensive agenda materials, and attending long meetings requiring a substantial amount of time.

Furthermore, the report identified the current level of remuneration as a potential barrier for candidates interested in running for council. The demands of the role often make it challenging for councillors to maintain other regular employment, limiting who can effectively serve on the council.

By addressing the issue of fair wages for councillors, communities like Victoria can attract diverse candidates who are able to dedicate themselves fully to the job. The importance of fair compensation extends beyond individual councillors to ensuring good governance, service levels, and equity considerations.

While pay raises for elected officials may not be a top priority for the public in the current economic climate, fair wages for councillors, whether in full-time or part-time positions, serve the public interest. Enabling councillors to focus on their duties with adequate compensation contributes to effective governance and better service delivery for the community.

As the landscape of councillor salaries continues to evolve, it is crucial to recognize the value of fair compensation in attracting a diverse range of candidates and ensuring dedicated service to the community.
