St. Lawrence County officials are currently investigating a puzzling case involving the mistaken release of a suspected drug dealer from jail. The inmate in question, Dirk Brown, a 44-year-old man from Ogdensburg, was arrested as part of a drug trafficking investigation known as “Jet Black”.

A Series of Errors

Brown was initially held on a bail of $25,000 or a bond of $50,000. However, on March 9, county Judge Gregory Storie approved Brown’s release as a $50,000 bond payment was secured using a property located at 921 Caroline Street in Ogdensburg as collateral. What makes this case even more intriguing is that the property is actually owned by the district attorney’s office.

Unforeseen Circumstances

St. Lawrence County District Attorney Gary Pasqua expressed his dismay at the situation, stating that his office should have been informed whenever the court inquired about a bond. Unfortunately, in Brown’s case, this protocol was not followed, leading to his erroneous release. Pasqua revealed that this was not the first instance where his office was left out of the process, as Judge Storie had previously held bail hearings without notifying prosecutors.

Property Value Discrepancy

Moreover, it was discovered that the value of the Caroline Street property was significantly lower than the $50,000 bond amount. Pasqua mentioned that the property, which had been seized by the DA’s office in a drug case, was only worth around $30,000. This raises questions about the due diligence conducted by the bond company, Financial Casualty & Surety, as they failed to confirm the ownership and value of the property before posting the bond.

A Question of Crime

Pasqua highlighted that law enforcement officials would be looking into whether a crime was committed by using the house as collateral. Despite efforts to reach out to the bond company and Judge Storie for comments, responses were not forthcoming. As a result, the suspect, Dirk Brown, has been returned to jail as the investigation into this unusual case continues..
