Arrests Made at Graffiti-Tagged High-Rise Under Construction in Downtown Los Angeles
police in downtown Los Angeles have continued to make arrests at the site of a high-rise under construction that was recently vandalized with graffiti on nearly every floor. Authorities have reported multiple arrests in the past 24 hours, with individuals exiting the private property of Oceanside Plaza. During these arrests, law enforcement officers have recovered multiple spray paint cans and an illegal firearm, according to the Los Angeles Police Department’s Central Division.
The building, located at 12th and South Flower streets, gained attention in recent weeks due to the extensive tagging that occurred on its exterior, spanning approximately 25 floors. LAPD Chief Michel Moore took to social media to express his concern, stating, “Our people remain at the site as the City mobilizes resources to remove the graffiti and fortify the location. All of this in an effort to avoid a tragic fall or other calamity. This isn’t art. It’s a crime.”
In response to the vandalism, the City of Los Angeles has demanded that the owner of the heavily tagged high-rise clean up the property. Failure to do so may result in the city taking action and subsequently billing the owner for the cleanup.

Last week, four suspects were arrested for allegedly trespassing at the site. The individuals have been identified as Sebastian Gutierrez, 29, Andrew Rios, 30, Mauro Aguilar, 35, and Jessie Carreon, 44. Three of the men were cited and released, while the fourth was held on a pending traffic violation warrant. Additionally, two people were arrested the previous week on suspicion of trespassing at the building.
City Councilman Kevin de León has introduced a motion aimed at resolving the graffiti issue and pursuing legal action against the building’s developer.
