Cleveland, UK – In a joint operation involving local, state, and federal law enforcement agencies, a Cleveland man has been arrested on charges of indecent liberties with a child. Neal David Wilfong, 78, was apprehended alongside 15 other individuals from across the state as part of Operation Winter Guardian.

The North Carolina State Bureau of Investigations issued a press release stating that a joint press conference was held on Friday to announce the arrest of these 16 individuals accused of soliciting, sexually exploiting, or abusing children. Operation Winter Guardian was a collaborative effort between 44 different law enforcement agencies, including local, state, and federal authorities. The operation was conducted by the North Carolina Internet Crimes Against Children Task Force (NCICAC).

The NCICAC is a nationally coordinated initiative consisting of 61 regional task forces dedicated to combating internet crimes against children. In North Carolina, the task force is led by the NC State Bureau of Investigation’s Computer Crimes Unit, which oversees more than 250 agencies across the state.

Operation Winter Guardian was conducted over two phases in January, primarily during the week of January 8th. The first phase involved undercover law enforcement investigators engaging in online chats with individuals seeking to meet juveniles for sexual activity. Some of these individuals allegedly traveled to a location in Gaston County, where they believed they would meet a child to engage in sexual acts.

The second phase of the operation involved the execution of search warrants at various locations throughout the state. These locations were identified as distribution points for the sharing of child sexual exploitation images.

Kevin Roughton, the NCICAC commander and SBI special agent in charge, emphasized the importance of proactive investigations like these in light of the increasing number of CyberTip reports from the National Center for Missing and Exploited Children. Roughton stated, “Without the joint effort of our local and federal partner agencies, these offenders could still be engaging in the same criminal acts today.”

Gaston County District Attorney Travis Page expressed gratitude for the interagency cooperation that made Operation Winter Guardian a success. Page stated, “The District Attorney’s Office is firmly committed to holding all sexual predators accountable and will work tirelessly with our law enforcement to make our community a safer place to live.”

As a result of these investigations, at least five children have been identified and protected from ongoing sexual abuse. The individuals arrested in connection with Operation Winter Guardian include Gabriel John Yager, Hunter Ray Fesperman, Larry Ray Haskins, Jubonte Stevenson, Jonathan Paul Swiney, Scott Thomas Wallace, Johnathan Cody McCall, Jamie Tucker, Nicholas Tyler Banks, Darryl Edwin Foley, Carmen Delia Foley, Lance Skipper, Barry Glenn Swinson, David Anthony Roux, and Zachary Dean Williams.
