Two Windsor police Officers Cleared in Shootout Outside Hotel
In a recent ruling, the 8th Judicial District Attorney’s Office has found that two Windsor police officers were justified in exchanging gunfire with a man outside a hotel on January 7. The investigation, led by the Loveland Police Department, concluded that Sgt. Stephen Cantin and Sgt. Siobhan McTighe acted in self-defense and will not face charges.
Man Involved in Shootout Faces Multiple Charges
While the officers were cleared of any wrongdoing, the man they exchanged gunfire with, Damien Jackson, now faces a long list of charges. The 8th Judicial District Attorney has filed five counts of attempted murder, five counts of felony menacing, three counts of first-degree assault, and four other misdemeanor charges against Jackson, who is 39 years old.
The Incident Unfolds at the AmericInn Lodge and Suites
The incident took place at the AmericInn Lodge and Suites on Westgate Drive in Windsor. It all began when the Windsor-Severance Fire Rescue Department responded to a fire alarm that had been pulled by Jackson. Staff at the hotel informed firefighters that Jackson was armed with a gun, a fact that was later confirmed by hotel surveillance footage.
Officers Confront Jackson
Upon arriving at the scene, Sgt. Cantin, Sgt. McTighe, and Officer Iris Chavez-Quezada were directed to Jackson by an employee. Jackson was standing in the parking lot wearing a reflective vest and armed with a gun. The employee expressed concern about Jackson’s erratic behavior and the potential danger he posed.

Gunfire Erupts, Officers Take Cover
As the officers approached Jackson with a ballistic shield, he climbed onto a parked firetruck. They ordered him to get down, but he instead climbed to the roof of the truck and fired a single shot towards the officers. In response, Cantin and McTighe exchanged gunfire with Jackson, while taking cover behind a Honda sedan in the parking lot. Jackson fired a total of three shots at the officers during the exchange.
Reinforcements Arrive, Jackson Surrenders
Additional officers arrived at the scene after reinforcements were called for. Jackson eventually climbed down from the firetruck and walked backwards towards the officers, ignoring their orders to stop and get on the ground. He was arrested by Larimer County Sheriff’s Office deputies after two unsuccessful attempts to use a taser. Two handguns and a 9mm Sig Sauer were found on Jackson, who was also wearing two ballistic vests.
Officers and Civilians Escape Serious Injury
Although the officers and two civilians who were present during the shootout were not seriously injured, they feared for their lives. Sgt. Cantin described the fear he felt as Jackson fired at them from a superior position, unsure if the object that went past his head was a bullet or glass. Sgt. McTighe believed that Jackson was attempting to kill them as she witnessed the muzzle blast from his gun just yards away.

The thorough investigation, which included interviews with officers, witnesses, and Jackson himself, as well as the examination of surveillance footage and evidence, concluded that the officers and civilians faced an imminent and deadly threat. Jackson is currently being held on $500,000 bond and is scheduled to appear in 8th Judicial District Court for a status hearing on March 7.
