According to the Ravenswood Police Department, Patrolman Josh Ankrom received a report on Friday, January 5, 2024, regarding a stolen vehicle. The car had been taken from Rondis Hollow Road in Jackson County and was seen on Washington Street by Patrolman Ankrom.

The chase continued along Rt. 68 north until the vehicle eventually came to a stop on the 2600 block of Skull Run Road. At this point, Howard abandoned the vehicle and fled on foot.
