India has pledged to take action following increased legal actions by the United States against Indian national Nikhil Gupta. Gupta is accused of conspiring to assassinate Khalistani terrorist Gurpatwant Singh Pannun on American soil. Arindam Bagchi, spokesperson for India’s Ministry of External Affairs, acknowledged the seriousness of the allegations and the ongoing investigation. Bagchi stated, “We have already stated that during discussions with the US on security cooperation, they shared information about the nexus between organized criminals, gun runners, terrorists, and others.”
In response to the allegations, the Indian government has formed a special Enquiry Committee to thoroughly investigate the issue. This demonstrates India’s commitment to addressing any implications for its international relations and internal security. Bagchi added, “On November 18, 2023, the Government of India established a high-level Enquiry Committee to examine all relevant aspects of the matter. The government will take necessary action based on the findings of the committee.”

The US Justice Department recently announced that an Indian government official allegedly orchestrated an unsuccessful assassination attempt against Sikh separatist leader Pannun, who is an American citizen. Federal prosecutors in Manhattan have charged Gupta with murder-for-hire and conspiracy to commit murder-for-hire. If convicted, Gupta faces a maximum sentence of 10 years. He was arrested by Czech authorities and is awaiting extradition.
The case against Gupta involves detailed communications between him and the Indian government employee, referred to as “CC-1.” These communications were crucial in planning and executing the assassination plot. The Indian official provided Gupta with personal information about the target, including his home address and daily routine. The official also arranged for an undercover DEA officer, whom he believed to be a hitman, to receive a $15,000 advance payment.
The indictment also suggests that Gupta was involved in international narcotics and weapons trafficking prior to being recruited for the assassination plot. This raises concerns about a broader network of criminal activities and possible government involvement.
The collaborative efforts of the Drug Enforcement Administration and the FBI’s Counterintelligence Division were praised for thwarting the plot. The Indian government’s formation of the Enquiry Committee and its commitment to taking necessary action demonstrates its determination to address this issue and protect its international relations and internal security.
