Woman Sentenced to Decades in Prison for DUI Crash That Killed Two State Troopers and Pedestrian

A 23-year-old woman has been sentenced to a lengthy prison term after pleading guilty to driving under the influence and causing a tragic accident that claimed the lives of two state troopers and a pedestrian in Philadelphia. Jayana Webb, from Eagleville, admitted to three counts each of third-degree murder and homicide by vehicle while driving under the influence in the crash that occurred in March 2022. She was sentenced to 27.5 to 60 years in prison.

The incident took place on Interstate 95 near the sports stadiums in south Philadelphia. Troopers Martin Mack III and Branden Sisca were attempting to help a pedestrian, identified as 28-year-old Reyes Rivera Oliveras, when Webb’s vehicle, traveling at a high speed, struck all three individuals. Unfortunately, all of them lost their lives at the scene.

District Attorney Larry Krasner deemed the sentencing a “just resolution of one of the most shocking incidents of vehicular violence in recent memory.” Webb’s defense attorney, Michael Walker, stated that his client, who is seven months pregnant, will remain out of custody until she gives birth in February. She will also be given some time afterward to bond with her child before reporting to prison.

Walker emphasized that Webb expressed deep sorrow and offered apologies to the families of the victims during the court proceedings. He added that she would never be able to forgive herself and has recognized the gravity of her actions, which have irreversibly impacted her life.

Previous court hearings focused on Webb’s blood alcohol content, which was twice the legal limit, and the presence of marijuana in her system. The troopers had initially stopped her for speeding before being redirected to assist Oliveras, who was attempting to cross the highway. As they were trying to get him off the road, Webb attempted to pass their parked police vehicle at a high speed, resulting in the fatal collision.

Trooper Mack had been serving since November 2014 and was assigned to the Philadelphia barracks since 2015, while Trooper Sisca had enlisted in February of the previous year and had recently graduated. State Police Commissioner Col. Robert Evanchick expressed his sadness at the loss of the two troopers, stating that they had promising careers ahead of them before their lives were tragically cut short.
