Woman Sentenced to Decades in Prison for DUI Crash that Killed Two State Troopers and Pedestrian

A woman in Philadelphia has been given a lengthy prison sentence after pleading guilty to causing the deaths of two state troopers and a pedestrian while driving under the influence. Jayana Webb, aged 23, admitted to three counts each of third-degree murder and homicide by vehicle while intoxicated in a crash that occurred in March 2022. She has been sentenced to 27 and a half to 60 years in jail.

The incident took place on Interstate 95 in south Philadelphia, where Troopers Martin Mack III and Branden Sisca were attempting to guide a pedestrian to safety near the sports stadiums. A vehicle, traveling at high speed, struck all three individuals. Unfortunately, the troopers and the pedestrian, identified as 28-year-old Reyes Rivera Oliveras, died at the scene.

District Attorney Larry Krasner praised the court’s decision, describing it as a fair outcome for one of the most shocking cases of vehicular violence in recent memory.

Webb’s defense attorney, Michael Walker, confirmed that his client, who is currently seven months pregnant, will remain out of custody until she gives birth in February. Additionally, she will be granted some time to bond with her child before reporting to prison.

During earlier court proceedings, Webb’s blood alcohol content and her social media activity were scrutinized. It was revealed that she had posted on social media about being stopped for driving at excessive speeds. Authorities stated that the troopers who stopped her were redirected to help Oliveras, who was attempting to cross the highway. As they worked to remove him from the road, Webb attempted to overtake the parked police vehicle at a high speed, resulting in the tragic collision.

Prosecutors disclosed that Webb’s blood alcohol level was twice the legal limit, and traces of marijuana were also found in her system.

Trooper Mack, aged 33, had been serving since November 2014 and was assigned to the Philadelphia barracks since 2015. Trooper Sisca, aged 29, enlisted in February of the previous year and graduated in August. State Police Commissioner Col. Robert Evanchick lamented the loss of their promising careers, stating that their lives were tragically cut short due to this senseless incident.
