Woman Sentenced to Decades in Prison for DUI Crash that Killed Two State Troopers and Pedestrian

A woman has been sentenced to several decades in prison after admitting to driving under the influence and causing a crash that resulted in the deaths of two state troopers and a pedestrian in Philadelphia. Jayana Webb, 23, pleaded guilty to three counts each of third-degree murder and homicide by vehicle while driving under the influence. She was handed a prison sentence of 27 1/2 to 60 years.

District Attorney Larry Krasner described the case as one of the most shocking incidents of vehicular violence in recent memory and believed the sentence to be a just resolution.

The crash occurred in March 2022 when Troopers Martin Mack III and Branden Sisca were attempting to help a pedestrian on Interstate 95. Webb’s vehicle, traveling at a high speed, collided with all three individuals. The troopers and the pedestrian, identified as Reyes Rivera Oliveras, died at the scene.

Webb, who is currently seven months pregnant, will be allowed to remain out of custody until she gives birth in February. She will also have some time to bond with her child before reporting to prison, according to her defense attorney, Michael Walker. Walker stated that his client expressed deep sorrow and apologized to the victims’ families during the court proceedings.

Previous court hearings focused on Webb’s blood alcohol content and her activity on social media. Authorities discovered that her blood alcohol level was twice the legal limit, and active components of marijuana were also found. The troopers who initially stopped Webb were redirected to assist Oliveras, who was trying to cross the highway. As they were helping him, Webb attempted to pass their parked vehicle at a high speed, resulting in the collision.

Trooper Mack had been in service since 2014 and had been stationed in Philadelphia since 2015. Trooper Sisca enlisted in February of the previous year and had just graduated in August. The state police commissioner, Col. Robert Evanchick, expressed his condolences and stated that both troopers had promising futures ahead of them before their lives were tragically cut short.
