Jayana Webb Sentenced to Decades in Prison for Killing Two State Troopers and Pedestrian in Philadelphia DUI Crash

A woman has been sentenced to decades in prison after admitting to driving under the influence and causing a crash that killed two state troopers and a pedestrian on an interstate in Philadelphia last year. Jayana Webb, 23, pleaded guilty to three counts each of third-degree murder and homicide by vehicle while driving under the influence in the early morning crash in March 2022. She was sentenced to 27 1/2 to 60 years in prison. District Attorney Larry Krasner called it “a just resolution of one of the most shocking incidents of vehicular violence in recent memory.”

According to police, Troopers Martin Mack III and Branden Sisca were trying to help a pedestrian to safety from the southbound lanes of Interstate 95 near Philadelphia’s sports stadiums when a speeding vehicle struck all three. The troopers and the pedestrian, 28-year-old Reyes Rivera Oliveras, died at the scene.

Webb, who is seven months pregnant, will be allowed to remain out of custody until she gives birth in February and will be given some time to bond with the child before reporting to prison. Her defense attorney, Michael Walker, said she expressed deep sorrow and apologized to the victims’ families in court. He added that she suffers greatly because of her actions and recognizes that she has ruined a large portion of her life.

Earlier court hearings focused on Webb’s blood alcohol content and her social media activity, including a post where she claimed to have been stopped for speeding at 110 mph in a 50 mph zone. Authorities said the troopers who stopped her were redirected to help Oliveras, who was attempting to cross the highway. As they tried to remove him from the road, Webb tried to pass their parked police vehicle at high speed, resulting in the collision.

Prosecutors revealed that Webb had a blood alcohol level twice the legal limit and traces of marijuana in her system. The state police commissioner, Col. Robert Evanchick, expressed his sadness over the loss of Troopers Mack and Sisca, stating that they had bright futures ahead of them before their lives were senselessly cut short.
