Nassau County Sheriff Bill Leeper has clarified the policy of his office regarding vehicle pursuits. In a news release, Sheriff Leeper stated that it is not their policy to initiate a vehicle pursuit just for a property crime or retail theft. This statement comes after an innocent bystander was seriously injured during a chase with the sheriff’s deputies.
The pursuit was initiated after a deputy spotted a crime in progress at the Kohl’s Department store in Yulee. When the deputy made contact with the suspects fleeing the store, they placed their vehicle in reverse and slammed into the front of the deputy’s patrol vehicle. The suspects then attempted to strike the deputy with their vehicle, showing a blatant disregard for human life.

At least four suspects ran from law enforcement and eventually crashed into the bystander’s vehicle. Sheriff Leeper expressed his concern and stated that it is upsetting that an innocent bystander is in the hospital instead of being with their family this Thanksgiving.
Three of the four suspects remain in the hospital, while one has been booked into the county jail. The suspects face charges including retail theft, contributing to the delinquency of a minor, aggravated assault on a law enforcement officer, and aggravated fleeing.
Sheriff Leeper emphasized that the safety of citizens is their first priority and clarified that a vehicle pursuit was initiated due to the suspects’ aggravated assault on a law enforcement officer. He reiterated that it is not their policy to pursue vehicles for property crimes or retail theft due to the inherent danger to the public.
The investigation is ongoing, and the Florida Highway Patrol is conducting the vehicle crash part of the investigation. Sheriff Leeper assured the community that they will continue to keep Nassau County safe from criminals who break the law and cause harm.
