Philadelphia – A driver who caused a fatal crash that killed two Pennsylvania State Troopers and a pedestrian has pleaded guilty and received her prison sentence. Jayana Webb, 23, was operating her vehicle while impaired in March 2022 when she struck Troopers Martin Mack III and Branden Sisca, as well as pedestrian Reyes Rivera Oliveras. All three victims died in the collision. Webb pleaded guilty to charges including third-degree murder and homicide by vehicle while driving under the influence. She has been sentenced to 27½ to 60 years in prison.

The tragic incident occurred on Interstate 95 in Philadelphia. Troopers Mack and Sisca had been called to check on Oliveras, who was reported walking on the interstate. As they were taking Oliveras into custody and walking him back to their patrol unit, Webb’s vehicle struck and killed all three of them at a high rate of speed.

It was later revealed that the troopers had briefly stopped Webb before receiving notice of the pedestrian walking on the interstate. Dashcam footage from the cruiser showed that the stop lasted less than a minute before the troopers were dispatched to the scene. Webb’s blood alcohol content was found to be twice the legal limit.

Webb had previously boasted about being able to drive while intoxicated in a now-deleted tweet from January 2022. She wrote, “If you ask me, I’m the best drunk driver ever.” In another tweet, she stated, “I get drunk & start saying anything.”

Trooper Sisca had been with the Pennsylvania State Police since February 2021, while Trooper Mack had been on the force since November 2014. Both were assigned to the department’s Troop K section in Philadelphia.

The guilty plea and sentencing bring some closure to the families of the troopers and the pedestrian who lost their lives in the tragic crash. The case serves as a sobering reminder of the dangers of impaired driving and the devastating consequences it can have.
