Montgomery County Woman Pleads Guilty in Crash that Killed 2 Pennsylvania State Troopers and Pedestrian

A woman from Montgomery County has pleaded guilty to causing a fatal crash on I-95 in March 2022. The accident resulted in the deaths of two Pennsylvania state troopers and a pedestrian. Jayanna Webb, 23, admitted to three counts of 3rd Degree Murder, three counts of Homicide by Vehicle while Driving Under the Influence, and one count of Driving Under the Influence.

Webb has been sentenced to serve between 27.5 and 60 years in prison for her role in the deadly crash. The incident occurred on I-95 southbound near the Stadium Complex in Philadelphia. Webb was driving at a reported speed of 110 mph when she struck and killed 33-year-old Martin F. Mack III and 29-year-old Branden T. Sisca. The troopers were assisting 28-year-old Reyes Rivera Oliveras, who was attempting to enter their cruiser when the accident occurred. Oliveras also lost his life in the crash.

Court proceedings revealed that the troopers had initially pulled over Webb for speeding but left her when they received a call about a pedestrian on the highway. Fifteen minutes later, Webb crashed into the troopers and Oliveras. Investigators discovered that her blood alcohol concentration was .211%. Surveillance footage also showed Webb swerving on the road prior to the collision.

District Attorney Larry Krasner expressed his satisfaction with the conviction, stating that it brought justice to one of the most shocking incidents of vehicular violence in recent memory. He commended the skillful investigation and prosecution conducted by ADA Jeffrey Hojnowski and the Homicide/Non-Fatal Shootings Unit, along with the Pennsylvania State Police. Krasner also acknowledged that a jury trial would have been retraumatizing for the families of the victims.

Webb is expected to turn herself in to the court next Tuesday, formally concluding the case. Further updates will be provided to the press and the public at that time.
