Man Charged with Second-Degree Murder After Shooting Randy Burris Multiple Times in Minneapolis Traffic Dispute

A man from the Twin Cities has been charged with second-degree murder after allegedly shooting another man multiple times during a traffic dispute. The incident occurred on the night of November 17th on a street in Minneapolis. The accused, 24-year-old Dhaha Hayi Hassan, is also charged with possessing a firearm without a serial number.

Police were called to the scene at the intersection of West River Parkway and Franklin Ave. in Minneapolis, where they found a man lying on the ground with multiple gunshot wounds. The victim, identified as 34-year-old Randy Burris, was still conscious and able to identify Hassan as the shooter. Officers arrested Hassan at the scene and found a black Polymer 80 handgun without a serial number on his person.

Despite the efforts of first responders, Burris succumbed to his injuries and was pronounced dead at the scene. An autopsy revealed that he had been shot four times.

According to witnesses who were in a minivan with Burris, they encountered Hassan driving the wrong way on a narrow part of the road. Burris got out of the minivan and approached Hassan’s car, asking him to move and clear the road. An argument ensued, and when Burris became concerned, he returned to the minivan. However, he and another passenger later walked back to Hassan’s car, reigniting the argument. Hassan reportedly tried to open the car door, but Burris pushed it closed. In response, Hassan allegedly pulled out his gun and opened fire.

Officers at the scene detected the odor of marijuana coming from Hassan’s vehicle and found what appeared to be marijuana buds inside. They also observed signs of impairment, such as red, bloodshot, and watery eyes. During questioning, Hassan admitted to shooting Burris multiple times but claimed that he was acting in self-defense. He also stated that he did not see Burris or the person with him carrying a weapon.

Hassan is now facing charges of second-degree murder and possessing a firearm without a serial number. The investigation into the incident is ongoing.
