24-Year-Old Man Charged with Murder in Fatal Shooting of Randy John Burris Sr.

Murder charges have been filed against a 24-year-old man in connection with a fatal shooting that occurred during a roadside argument in Minneapolis. Dhaha Hayi Hassan, from New Brighton, is facing two counts of second-degree murder and a felony firearm charge. The incident took place on Friday night on West River Parkway.

The victim, Randy John Burris Sr., aged 34, was shot by Hassan after an argument ensued when Hassan was driving the wrong way on a one-way ramp near the Franklin Avenue bridge. Burris was found lying on the ground with gunshot wounds to his chest and abdomen. Before he passed away, Burris was able to identify Hassan as the shooter.

Eyewitnesses reported that Hassan’s car was blocking traffic and driving in the wrong direction on the narrow road. Burris, who was wearing a neck brace due to a recent injury, confronted Hassan and requested him to reverse his vehicle. When Hassan refused, an argument broke out.

During the altercation, an eyewitness approached Hassan’s vehicle, and Burris attempted to prevent Hassan from exiting his car. In response, Hassan fired his handgun, hitting Burris multiple times. Despite the arrival of law enforcement and emergency medical services, Burris succumbed to his injuries.

Hassan was arrested at the scene and was found to possess a Polymer 80 handgun without a serial number. Officers also detected a strong odor of marijuana emanating from Hassan’s car, leading them to believe he was impaired. At the police station, Hassan admitted to consuming marijuana prior to driving.

Hassan claimed that Burris had acted aggressively towards him during the argument, but he did not see Burris with a weapon. He also admitted to being CPR certified but did not attempt to help Burris.

Burris, who leaves behind a son, was remembered as a caring and loving father. A wake was held in Cass Lake in his honor.

Hassan is currently in jail without bail and is scheduled to appear in court on Wednesday.
