A 39-year-old Racine man, Dwight Rouse, is facing serious charges after a rollover crash led police to discover fentanyl and other narcotics in his possession. Rouse, with a criminal history dating back to 2002, now faces three charges, including felony possession with intent to deliver fentanyl, which carries a maximum possible prison term of 25 years and a $100,000 fine. He also faces charges of felony possession of narcotic drugs and possession of drug paraphernalia.

Rouse is currently held in the Racine County Jail on a $3,000 cash bond. Court records show that Rouse has 11 previous convictions and has been held in custody on 10 separate occasions.

The Incident

The incident unfolded on March 1 when Racine Police Department officers responded to a rollover crash in the 2400 block of Douglas Avenue. Rouse, the driver of the vehicle, was found to be in possession of illegal substances.

Video footage revealed that Rouse was driving southbound on Douglas Avenue when he suddenly veered into the northbound lane and onto the east sidewalk, where he collided with a tree. The impact caused the vehicle to roll over, resulting in significant damage.

Following the crash, Rouse exited the vehicle, walked into a yard, and then back to the sidewalk. Officers discovered a narcotics kit in the grassy area of a residence on Douglas Avenue, where Rouse was found with a small backpack. Inside the backpack, police found cash, a torch lighter, a digital scale, and a case containing 24.5 grams of fentanyl.

Additionally, police found 20 pills containing oxycodone and two cell phones inside the vehicle. Rouse also had $2,120 in cash on his person. He displayed signs of impairment, including confusion, slowness, and slurred speech, leading to his arrest for operating a vehicle while impaired.

Legal Proceedings

Rouse pleaded not guilty on March 13 and is scheduled to appear in Racine County Circuit Court on May 14 for a status conference.
