Anne Longfield Calls for Greater Investment in Tackling Child Poverty

The former Children’s Commissioner for England, Anne Longfield, has urged for an end to “sticking plaster solutions” in addressing child poverty, emphasizing the need for increased investment in this critical issue.

A recent report from her Centre for Young Lives think tank, in collaboration with Child of the North, has put forth a series of recommendations aimed at mitigating the impact of child poverty on millions of children.

Targeted Approach for Universal Free School Meals

The report advocates for the introduction of universal free school meals (FSM) initially targeted at schools in boroughs and wards with the highest concentrations of disadvantaged populations. Currently, children in state schools in England are only eligible for FSM if their parent or carer receives specific benefits.

Proposing a concept of “targeted proportionate universalism,” the report suggests focusing on communities with the most entrenched poverty to promote equity. It highlights the availability of data that can aid local authorities in identifying schools serving children facing the greatest poverty.

Expanding Free School Meals Eligibility

Furthermore, the report recommends expanding FSM eligibility to include children in all families receiving Universal Credit (UC) and calls for the immediate implementation of automatic registration for eligible families. Currently, families on UC are only entitled to FSM if their post-tax earnings are below £7,400 per year.

In January 2023, nearly one in four pupils in state schools in England were eligible for FSM, representing around two million children, according to government statistics.

Impact on School Attendance

Data from the Bradford District revealed that over half of persistently absent pupils were eligible for FSM, with these children being three times more likely to experience prolonged absence compared to their non-FSM peers. The report underscores the correlation between poverty and educational outcomes.

Addressing Child Poverty as an Educational Imperative

Anne Longfield emphasized the need to prioritize child poverty as a central issue in the education sector, asserting that schools require adequate funding and resources to effectively combat poverty. She stressed the importance of poverty-proofing schools to ensure all children have equal opportunities for success.

Government Response

In response to the report, a Government spokesperson highlighted the measures taken to expand FSM eligibility and support vulnerable families through various cost-of-living initiatives. The spokesperson reiterated the government’s commitment to addressing poverty and enhancing support for those in need.
