The Indianapolis Metropolitan Police Department has unveiled edited bodycam footage detailing an officer-involved shooting that resulted in the death of a man following a traffic stop on Indy’s near east side in January.

Details of the Incident

According to information displayed at the beginning of the video, officers were dispatched to the 2600 block of Brookside Parkway North Drive around 5:26 p.m. on Jan. 25 as part of an operation to apprehend a convicted murderer.

IMPD officers from the East District Violence Team attempted to stop a vehicle to detain 48-year-old Raphael Nafees Dekemper, who was sought on multiple active felony warrants, including possession of a firearm by a serious violent felon, criminal recklessness, pointing a firearm, and invasion of privacy. Dekemper had previously been convicted of murder in 1997.

Earlier that same month, Dekemper allegedly fired several shots at individuals near East 16th Street and North Arlington Avenue, prompting IMPD detectives to launch an investigation into his activities.

Police Response

Officers observed Dekemper entering the passenger seat of a 2006 Pontiac Vibe in the 2500 block of East 16th Street before initiating a traffic stop. A female was operating the vehicle at the time.

Body-worn camera footage captured officers giving verbal commands from behind their marked patrol cars, instructing Dekemper to exit the vehicle with his hands visible. Dekemper is seen exiting the car and allegedly pointing and firing a handgun at the police, leading to an exchange of gunfire between him and the officers. Dekemper sustained multiple gunshot wounds and was later pronounced dead at Eskenazi Hospital.

Aftermath and Investigation

IMPD confirmed that no officers were harmed during the incident. The female driver complied with instructions and was taken into custody without further issues. Officers recovered Dekemper’s firearm, which was used during the confrontation.

Internal Affairs within IMPD initiated an investigation into the shooting, and the involved officers were placed on administrative leave as per standard procedure. A Use of Force Review Board, primarily comprising civilians, will convene for a mandatory hearing once the criminal inquiry concludes.
