Abdul Kamara, 29, was initially taken to Scripps Encinitas hospital but later walked away from the facility, prompting a search by law enforcement. Deputies Alejandro Aguilera and Tyler Phillips eventually located Kamara in a parking lot on Birmingham Drive, where he was exhibiting erratic behavior.

Upon arresting Kamara on suspicion of drug intoxication, deputies attempted to transport him to the Vista Detention Facility for booking. However, Kamara became agitated and began harming himself inside the patrol car, leading to a struggle with law enforcement officers.
