Details of the Incident

According to a preliminary report from the Connecticut Office of Inspector General, Officer Brian Altamirano and Officer Daniel Guilfuchi responded to a call about a male displaying a firearm at a tow truck driver. The dispute arose from missing items in a vehicle that had been towed to the garage the day before.

Inspector General Robert Devlin Jr. released the report along with body and dashboard camera footage from the scene. Altamirano was the first officer on the scene and encountered a white Infiniti sedan with a male driver and a male and female standing next to the car.

Escalation of the Situation

As Guilfuchi arrived and stopped near the Infiniti, Altamirano got out of his cruiser and asked about firearms. The driver of the Infiniti then attempted to reverse before being boxed in by Guilfuchi’s cruiser. The driver then drove forward, striking the cruiser and prompting Altamirano to draw his weapon.

The male and female near the car approached the rear backseat door as police yelled for them to stop. The male appeared to be holding one child and getting another from inside the car. The sedan reversed, knocking all four individuals to the ground before striking the auto body shop and Guilfuchi’s cruiser for a second time.

The Connecticut State Police Central District Major Crime Squad, East Hartford police, and the Hartford Judicial District State’s Attorney’s Office are assisting in the investigation of the officer-involved shooting. The primary focus is on determining whether the officers’ use of deadly force was justified.
