Details of the Incident

The incident began with a routine traffic stop at Port Washington and Donges Bay on the night of November 7, 2023. According to a criminal complaint, Vinson was the driver of the vehicle, with a woman in the front passenger seat and two children in the back. The officer conducting the stop noticed the smell of marijuana emanating from the vehicle.

Attempt to Flee

During the traffic stop, Vinson verbally identified himself as “Kevin Briuce” and failed to produce a driver’s license. As the officer questioned the front passenger and inquired about the marijuana smell, Vinson attempted to evade the situation by rolling up the window. When instructed to exit the vehicle, he accelerated away, narrowly missing running over the officer’s foot.

police Pursuit

A high-speed pursuit ensued as Vinson fled southbound on Port Washington Road, reaching speeds of 83 mph in a 35 mph zone. The officer was unable to catch up as the vehicle turned onto County Line Road and onto I-43 southbound, prompting the termination of the chase.

Identification and Charges

Authorities utilized a phone number and a photograph from the Wisconsin Department of Transportation to positively identify Vinson as the driver. The woman in the passenger seat was also identified, leading police to her residence on November 14, 2023. Despite being spotted by an officer at the address, Vinson refused to engage and did not respond to attempts to make contact.
