UTEP police Respond to Incident Involving Naked Man
In a recent development, body camera footage obtained by ABC-7 from the Associated Press has shed light on an incident that took place at the University of Texas at El Paso (UTEP) campus in July of 2020. The footage captured UTEP Police responding to an incident involving a naked man identified as 36-year-old Ray Lara.

Police Confrontation with Lara
The video, which spans approximately 19 minutes, shows police officers initially making contact with a woman who directs them to Lara’s location. Upon encountering Lara, who is completely nude, officers are met with his loud shouts and erratic behaviour. Lara even goes as far as climbing onto the hood of a police vehicle and disregards commands to get on the ground.
Use of Force by Law Enforcement
As the situation escalates, one of the officers resorts to using a taser on Lara, leading to other members of law enforcement restraining him on the ground. Despite his resistance, Lara is eventually subdued and seen laying facedown with officers surrounding him. Throughout the ordeal, Lara can be heard yelling about explosions and fire, claiming to feel burns.
Medical Response and Tragic Outcome
During the confrontation, first responders arrive at the scene and attempt to ascertain Lara’s medical condition. Despite their efforts to communicate with him, Lara remains unresponsive. Subsequently, officers sit him up before he is taken away from the first responders. Tragically, Lara was pronounced dead at University Medical Center shortly after the incident.
Cause of Death and Investigation
According to the Associated Press, Lara’s cause of death was determined to be acute methamphetamine toxicity, and the incident was ruled a homicide. ABC-7 has made inquiries for the autopsy report but has yet to receive it. This incident was first reported by ABC-7 immediately after it occurred, with Texas Rangers identifying Lara as the individual involved.
