Rockford Woman Not Charged After Fatally Stabbing Man in Self-Defense: Roger Penie Victim of Domestic Battery

ROCKFORD, Ill. (WTVO) — A woman in Rockford, Illinois will not be charged after fatally stabbing a man during a domestic battery incident. State’s Attorney J. Hanley has announced that charges will not be pressed against the woman, according to a press release on Monday.

The incident took place on June 23 in the 2200 block of 19th Avenue. Rockford Police responded to the scene and discovered the male victim, Roger Penie, 33, with a stab wound. Penie was rushed to a local hospital where he later succumbed to his injuries.

Investigation findings revealed that Penie had initiated the violence by physically assaulting the woman. He had allegedly struck her multiple times and forcibly dragged her across the apartment by her hair prior to the stabbing. It was also discovered that Penie had a history of domestic battery involving the same woman.

During the altercation, the woman defended herself by grabbing a knife from a nearby table and stabbing Penie once in the back. A few days later, during a meeting with detectives, bruising and scratch marks were observed on the victim’s body, further corroborating her claim of self-defense.

After a thorough examination of the evidence, Rockford Police determined that the woman’s use of force was justified and that she should not face charges for her actions.

Domestic violence incidents are complex and often involve a history of abuse. In this case, it was clear that the woman was acting in self-defense to protect herself from further harm. The decision not to press charges against her reflects the understanding that individuals have the right to defend themselves when faced with imminent danger.
