MINNEAPOLIS — A 24-year-old man from New Brighton is facing murder charges after a fatal shooting that occurred during a road rage incident near downtown Minneapolis last week.
According to court documents from Hennepin County, Dhaha Hassan is charged with two counts of second-degree murder, one of which was committed while committing a felony, as well as one count of possessing a firearm without a serial number.

The incident took place on Friday evening at the intersection of West River Parkway and Franklin Avenue. When law enforcement officers arrived at the scene, they discovered a 34-year-old man who had sustained multiple gunshot wounds.
The victim, identified as Randy Burris from Minneapolis, was rushed to the hospital but unfortunately succumbed to his injuries despite the efforts to save his life. Police reports indicate that he was shot three times in the chest and once in the abdomen.
Officers questioned the victim about the shooter, and he pointed towards Hassan. When Hassan was apprehended, officers found a Polymer 80 handgun without a serial number in his possession. Hassan claimed self-defense before being taken into custody.
Witness testimony suggests that Hassan was driving his vehicle in the wrong direction on the Franklin Avenue ramp, causing a traffic blockage. Burris approached Hassan to request that he move his car, leading to an argument between the two.

According to the complaint, Hassan attempted to open his car door, but the victim pushed it closed. At that moment, Hassan allegedly fired several shots at Burris, striking him four times.
During the investigation, officers also discovered a substance resembling marijuana in Hassan’s vehicle. They suspected that Hassan was impaired by marijuana at the time of the incident.
Hassan later confessed to officers at the police department that Burris had acted aggressively towards him. He claimed that he tried to reverse his vehicle, but Burris was tailgating him with high beams on. Additionally, Hassan, who is certified in CPR, admitted to not providing aid to the victim after shooting him.
If convicted, Hassan could face up to 40 years in prison. The case highlights the dangers of road rage incidents and the importance of de-escalation techniques to prevent such tragic outcomes.
